Note: It is traditional to recess the December board meeting and complete it prior to the beginning of the January meeting. Since the members of the Board of Directors are appointed to serve a one-year term - January through December - recessing the meeting ensures that there is a governing board in place between January 1 and the organizational meeting that takes place on the second Wednesday in January.

Reconvened Meeting

Retiring Board Member Recognition
Mr. Young recognized Keith Hardin, of Clermont Northeastern; Carole Ellis, of Mt. Healthy; and Dave Carle, of Wyoming for their years of service to Great Oaks.

Heritage Oaks Awards
Mr. Young presented ten-year Heritage Oaks awards to Carole Ellis, of Mt. Healthy; Ron Harmon, of North College Hill; and Dave Lenert, of Mason. Fifteen-year awards were presented to Frank Fullam and Barbara Parry of Hamilton County E.S.C.

School Board Recognition
Recognition plaques from the Ohio School Boards Association and Great Oaks were presented to the Board of Directors in observance of School Board Recognition Month.


January 2005 Meeting

Swearing in of the Board of Directors
David Varda, Chief Deputy State Auditor, administered the oath of office to the Board of Directors.  He was here representing Betty Montgomery, Auditor of the State of Ohio.

Economic Outlook
Dr. George Vredeveld, Director of the Economic Center for Education and Research and the Alpaugh Professor of Economics at the University of Cincinnati, discussed economic trends impacting regional growth.  To support continued prosperity, our country needs to encourage business investment and increased productivity.  Investment and productivity depend on low interest rates, a skilled workforce and a competitive market environment.  The important message for Board Members is that one of the primary factors in a strong economy is quality education for our youth and retraining for adults.     

Election of the Board of Directors Officers
Kathryn Lorenz, of Loveland, was unanimously elected to serve as the chairman of the Great Oaks Board of Directors for 2005. Tom Terrell, of East Clinton, was unanimously elected to serve as the vice chairman of the Board of Directors for 2005.

Appointment of Parliamentarian, Legislative Liaison and Board of Directors Committee Leaders
Chairman Lorenz appointed Tom Terrell as the leader of the Administrative and Human Resources Committee; Mark Lemen, of Princeton, as the leader of the Building and Assets Committee; Sue Steele, of Goshen, as the leader of the Education, Program Design and Evaluation Committee; J.B. Stamper, of Wilmington, as the leader of the Financial and Investments Committee; Frank Fullam, of Sycamore, as the leader of the Planning and Policy Committee; Gordon McCarty, of Miami Trace, as the parliamentarian and Barbara Parry, of Hamilton County E.S.C., as the Legislative Liaison.

Adult Workforce Development Enrollment for the Second Quarter
Adult workforce development programs served 20,352 people during the second quarter. Enrollment in full-time programs increased by 11.3% and assessment by 19% over the same quarter last year.

Articulation Agreements
Students can use articulation agreements with post-secondary institutions to access credits for work mastered in a secondary career program. The Board of Directors approved two agreements with Sinclair College.

Air Force JROTC Instructor Grant
The Board of Directors approved participating in the Air Force JROTC Instructor Grant. The Aerospace Education Foundation has made available $250 grants to promote aerospace education and the prominent role it plays in American society. The Laurel Oaks Air Force JROTC program will use the funds for a field trip to the Air Force Museum in Dayton, Ohio.

Career Development Planning Pilot Grant
The Board of Directors approved participating in a $30,000 grant from the Ohio Department of Education for piloting efforts to reorganize the career education system.  As federal and state monies decrease for career development, the Department wants to create a more efficient system to provide career programs and services to K-12 students and teachers.

 Bureau of Justice Assistance Grant
The Board of Directors approved participating in a grant for $2,500,000 from the U.S. Department of Justice.  The Tri-State Regional Community Policing Institute - our partnership with the Cincinnati Police Department, National Conference for Community and Justice and Ohio Crime Prevention Association - will apply for funds to provide unique training in areas not covered by other programs.

Certification and Licensure Opportunities for Students
Students in 27 programs have the opportunity to take exams that lead to certification or licensure in their field of studies.  Examples include Automotive Service Excellence (ASE) certification, licensure through the Ohio Board of Cosmetology, Ohio Certified Nursery Technician, Microsoft Office Specialist, Certified Internet Web Site Designer, State Tested Nursing Assistant and many more.

Local Professional Development Committee Meeting Schedule
The Great Oaks Local Professional Development Committee meetings for the remainder of the 2004-05 school year are January 25, March 22, May 3, and June 7.

Organizational Memberships
The Board of Directors approved membership in organizations that support school improvement initiatives or provide links to business and industry.

Staff members were appointed to serve in the following roles:

New Board of Directors’ Orientation
 Orientation for new Board members will be individually scheduled.

Occupancy/Use Agreement
The Board of Directors renewed an agreement permitting the Milford Youth Football League to use an area at Live Oaks Career Development Campus for practice.  An agreement was also approved with ABX Air for limited use of a driveway at Laurel Oaks during hours when school is not in session.

Repairs to Diamond Oaks Sewage Treatment System
The Board of Directors approved repairs to the Diamond Oaks septic system.  Recent rains have damaged the system.

FY 2006 Budget
The Board of Directors approved the FY 2006 budget, which will be submitted to the Auditor of Hamilton County.

FY 2004 Audit
Clark, Schaefer, Hackett and Company completed the FY 2004 audit and had no findings. The Board of Directors accepted the FY 2004 audit.

Saturday Youth Enrichment
Thirty-two Saturday Youth Enrichment classes will be held at our four campuses, the Highland County Area IDEA Center and the Center for Economic Opportunity on four consecutive Saturdays from February 19-March 12. Onsite registration will be held February 5. A wide range of programs is available for students in grades 1-5.

Update on the Achievement Academy
The Great Oaks Achievement Academy consists of the Opportunity Center and the Alternative Center. The Opportunity Center serves students who are credit deficient. Attendance for the 24 students who are enrolled averages 85.5%. The students are working on recovering 152 credits, which include: English 9 and 10, algebra 1, geometry, a science, social studies, and Career Based Intervention.

The Alternative Center, which is an alternative to out of school suspension and expulsion from a Great Oaks campus, is a pilot program on the Scarlet Oaks campus. The Center has successfully served 186 students, and the majority of these were assigned for 5 days. These assignments equal 1237 days that students remained in school learning, as opposed to out of school on suspensions or expulsions.

Report of the President/CEO
Dr. White reported on the following:
· Greater Cincinnati Chamber of Commerce Presentation and Tour
On December 15, key Greater Cincinnati Chamber members responsible for regional economic development visited Great Oaks to hear about our programs and tour our facilities.  Great Oaks was selected because of our position as having a major impact on economic development.

· Association of Career and Technical Education (ACTE) Conference
Several associates and Board Members recently attended our national Association of Career and Technical Education (ACTE) conference.  We have several associates who are officers.  Bob Scarborough, presently on the Board of Directors, is running for national president.  Jon Quatman is the retiring president of our National Council of Local Administrators (NCLA) and Gary Gebhart is president-elect.  Our career specialist at Scarlet, Donna Schultz, was named Outstanding New Career and Technical Education Teacher for Region 1.

· Prince Edward Visiting Project SEARCH
Prince Edward of Great Britain will be touring Project SEARCH at Children’s Hospital on February 11.  Afterwards, he will speak at a fundraiser.

· New Associates’ Inservice
On February 24, Great Oaks will hold its annual inservice for new associates at the Manor House in Mason, Ohio.  This is an opportunity for new associates and their mentors to reflect on the first half of the year at Great Oaks.

· Retiring Associates
Three associates, who have been with the district for many years, are retiring.  They are Rosemary Rice, Frank Barker and Sharon Perrino.

· Retiring Board of Directors
Dave Carle, representing Wyoming; Carole Ellis, Mt. Healthy; and Keith Hardin, Clermont Northeastern, are all leaving the Great Oaks Board of Directors.  We certainly appreciate their years of service to the students and staff at Great Oaks.
